LIBRARY, DOCUMENTATION AND INTELLECTUAL PROPERTY (IPTTO) DIVISION

The profile of the three sections in the Division are as follows:

LIBRARY

The FIIRO Library is a Special Library established in 1957 out of the necessity to provide information support to research and development activities of the institute. FIIRO was quick to realize that the accomplishment of its mandate would not be possible without effective and efficient information support and more so with technology and industry where availability of information determines the rate of industrialization. 

The library today is a section under the Library and Documentation Division directly reporting to the directorate of Planning, Technology Transfer and Information Management. It is saddled with the responsibilities of providing expertise Information flow to her parent body (i.e. FIIRO), industries, tertiary and government Institutions. In a bid to achieve the above, scientific, technical, economic administrative information materials are acquired and processed to enhance accessibility and use.

Library Resources

Resources in the Section are Books, Journals, Abstracts, Directories, Standards, Trade Catalogues, Photographs and Video recordings, Research Reports, Technical Memoranda, Seminar Papers, Industrial Profiles and other Publications of her parent body (FIIRO) with Librarians that processes these materials.

The division has its mission and vision statement as follows.

MISSION STATEMENT

To be an information dissemination gateway in support of research and development activities for technological advancement.

VISION STATEMENT

To be a reputable centre in the management of scientific and technical information for public and private organization towards the development of the national economy.

The section however comprises of four Units, Namely

  • Collection Development Unit           
  • Circulation Unit
  • Serial Unit
  • Audio visual Unit

Functions of the Units

Collection DevelopmentUnit: this unit performs a cluster of activities that together Shapes the library holdings.These include Selection of materials for acquisition, Placing of Order on Management approval of selected materials, checking of arrivals against order list, Stamping, accessioning, cataloguing and classification, preparation of catalogue cards.

Circulation Units: this is the image maker of the library. It is the first point of call to any visit to the library. The unit coordinates the day- to- day activities targeted towards the library users. The activities among others include checking clientele in and out of the library, users Registration, Loan services, collating of daily statistics of library use, and promotion and sale of the Institute’s publications.

Serial Unit: this unit is in charge of all serial publications - journals, abstracts, newspapers, magazines etc.

Serial publications are occasional publication in print or non- print, issued in successive parts, usually having numerical or chronological designation and intended to continue indefinitely. It could be published daily, weekly, monthly,bimonthly, quarterly and yearly.

Audio Visual Unit: The unit is responsible for recording of video and photograph taking of the Institute events.  The final processing also rests on the unit. It is also charged with the responsibility of operating projectors during divisional seminars and official events outside the Institute. Storage and maintenance of all audio visual materials is her responsibility.

  • Selection, acquisition and processing of Scientific and Technical information Materials in support of Research and development
  • Proper arrangements of Library stock through weekly shelving and shelf reading
  • Acquisition, scanning and documentation of relevant articles in the daily newspapers in line with the Institute’s mandate as alerting services
  • Registration of library users
  • Providing Loan services to users with particular reference to members of staff
  • Assisting users to source for information materials among the library stock
  • Attending to inquiries from Users – staff, students and Entrepreneurs
  • Control and management of FIIRO publication for reference purposes and other official needs – research reports, technical memoranda, Annual reports, seminar papers e.t.c
  • Sales of Fiiro Publications
  • In-house repair of some tattered books
  • Photocopying Services
  • Provision of audio visual services to the Institute during functions  within and outside
  • Lecture delivery on industrial information during technology transfer programme of  the institute
  • Libplus Management
  • Providing tailored information to scientist and other clients through available sources of information – (SDI – Selective dissemination of information.

 DOCUMENTATION

The Documentation Section was created to develop and provide services that improve access to information required by researchers/technologists to work productively and cost effectively. The section was also given the mandate to handle the publishing activities of the Institute, and provide information to industrialists, entrepreneurs, and researchers from external organizations.

  • To achieve these goals, the following objectives have been established:
  • To provide question and answer service: disseminating information sourced through various means including the Internet.
  • To publish retrospective and current bibliographies and bibliographical reviews on projects of high priority to the Institute.
  • To develop computerized databases and acquire those developed elsewhere on subjects pertinent to the Institute’s research projects.
  • To Edit/proof read and publish the reports from the researchers and gather information to write up and publish other Institute publications.

 Functions/Activities

The activities of the section are:

1. Dissemination of information to research officers to facilitate their research works using various tools including the World Wide Web.

2. Editing and publishing of Research Reports, and other corporate publications such as the Institute’s brochure, and corporate profile.

3. Compilation of bibliographies on literature relevant to research officers’ projects

4. Lecturing FIIRO workshop participants on methods of information garnering and the importance and use of the Library as well as the World Wide Web.

5. Research project: The Information Needs of Research Scientists at the Federal Institute of Industrial Research Oshodi (FIIRO) on internal and external projects.

 IPTTO

FIIRO IPTTO was established in 2007. FIIRO IPTTO was established to foster Intellectual property rights awareness and also encourage researchers to protect their inventions through patenting.

Vision

To be leading intellectual property office recognized on excellence in our service and in strengthening FIIRO’s innovative capacity through effective management of intellectual property.

Mission

To facilitate and enhance the transfer of intellectual property between FIIRO and the global community by fostering the use of IP system and exploitation of IP information.  

Main Functions

  • Education and training.
  • Administration of IP including the activities relating to registration of Patents, trademarks, industrial designs and any IP generated in the course of FIIRO research.
  • Collection and dissemination of IP information.
  • Promotion of awareness on the subject of IP

 ACTIVITIES OF FIIRO IPTTO

1. Intellectual Property Audit (IP Audit) – This is to identify existing IP potentials from research reports/results for future commercialization and to identify the current research practices vs. best IP practices.

2. Patent Searches - Searching for technology information using patent documents. Patent information is made available to the public through a variety of databases.

3. Follow up on pending patent Applications

4. Patent applications.

PROTOTYPE EQUIPMENT DESIGN & SPECIFICATIONS DIVISION

Deputy Director, PETThe Prototype Equipment Design and Specification (PEDS) division was established in 2013 as a division of the Projects Development and Design (PDD) Department. The division was set-up to develop Agro-processing prototype equipment for pilot plant set-up with aim of transfer of technology to entrepreneurs. It is also established for training of young engineers on modern tools of design and manufacturing. The division is also required to replicate spare parts to precision as this is essential for manufacturing plant maintenance in Nigeria

The activities of PEDS are grouped as below:

i. Design of prototype equipment using computer aided design (CAD)

ii. Development of prototype equipment using computer aided manufacturing (CAM)

iii. Optimization of equipment design and manufacturing using Computer aided engineering (CAE), Rapid prototyping (RP) and Reverse engineering (RE).

iv. Automation of prototype unit operation equipment and pilot plant equipment.

v. Technical training (Certifications) and services to industries, individuals and institutions.

To be the foremost Centre for prototype design and development for agro-allied industries.

Brief about the Division

This Division was established to provide the right platform for the promotion of FIIRO’s technologies to the relevant sectors. It also provides investment options for entrepreneurs and enhances government policy on job creation, poverty alleviation and elimination of social vices, it gives support services for the ministries departments and agencies (MDAs) goals especially the food security initiative.

 

Vision:                   

To be the Division of Excellence in effective global Commercialization of FIIRO’s breakthroughs.

Mission:

To carry out effective commercialization through promotion, marketing and development of micro, small and medium enterprises.

OBJECTIVES:

OVERALL OBJECTIVE

The overall objective is to identify market-driven research projects and transfer FIIRO R&D results for commercialization purposes.

While Specific Objectives are:

  • To promote FIIRO’s developed technologies and create awareness for adoption through advertisement in the print and electronic media, exhibitions, trade fairs, demonstrations and investment fora among others
  • To organize technology transfer training workshops and capacity building for stakeholders – youth, women, practising and prospective entrepreneurs, retirees, etc
  • To generate market driven research through interactive with the organized private sector (OPS)
  • To conduct needs assessment, adoption and market studies
  • To offer consultancy and business advisory services to investors and prospective investors.
  • To facilitate technical assistance and adoption of FIIRO technologies by the private and public sectors

 The project & process development division is one of the pioneer divisions in Project Development & Design Department with mandate on design, specification and development of process machinery and equipment and their integration into pilot plant for commercial production of Fast Moving Consumer Goods (FMCG) Intermediate & Finished raw materials and products. On the overall the division is set-up for the design, specification and setting up of micro pilot plants for demonstration & production of commercially acceptable industrial products. In achieving the mandate of PDD department, the division R & D activities cover development of optimized industrial process technologies, establish pilot/industrial process operations and their operational manuals in the areas of research listed below:

MATERIALS DEVELOPMENT & METALLURGY DIVISION

The material development and metallurgy division forms an integral part of the project development and design department.  The core mandate of the division is research and development into materials as industrial intermediate as its rate to minerals processing, biodegradable and biomass and Foundry technology.

Vision of the Division

Utilization of the vast economic raw materials for the industrialization of the national economy.

 

Mission of the Division

Research and Development into material technology and beneficiation for local industries.

 ON GOING RESEARCH PROJECT:

- Development of a Biopolymer composite material for food packaging:  A Nano technology process.

- Development and production of Brake pad from Agro-waste.

- Development and production of Nano clay for material properties enhancement.

This Division is made up to three SECTIONS; namely:-

FOUNDRY & METALLURGY SECTION

This section carries out the following activities:-

1. Production of various patterns for spare parts.

2. Casting of both ferrous and non-ferrous metal spare parts

5. Mechanical and Metallographic analysis

6. Testing of Foundry properties of clay and sand

7. Support research activities in the Institute

MATERIAL PROCESSING/CERAMICS

This section carries out the following activities:

1. Characterization of non-metallic minerals

2. Develop a beneficiation process for non-metallic minerals

3. Process and develop an intermediate chemicals from minerals raw materials

4. Develop and process minerals for ceramic glaze production ‘

5. Consultancy services

6. Training of I.T. students

ELECTROPLATING SECTION

Electroplating section provides material finishing to metals and equipment.  Hence, it covers the following:

1. Electroplating of metal spare parts using Nickel, Chromium, Zinc, Copper, Tin.

2. Plug refurbishing

3. Surfactant development for cleaning, derusting, degreasing

4. Analysis of electrolytes

5. Consultancy and Technical Services.

FIIRO’s Works & Services Division is saddled with the responsibility of ensuring that the Institute’s facilities and equipment are in functionally sound state and serve their intended purposes within their economically viable life spans. To achieve its objectives, the division is administratively divided into the technical sections listed below, which are each supervised and headed by a CTO

Preventive and routine maintenance of equipment and facilities in line with installers and manufacturer’s manuals

Operation of equipment and facilities in accordance with standard engineering practice, and OEM’s manuals

Trouble shooting and clearing of faults following safe and international best practices  

Proper record keeping of equipment and facilities in the Institute

Provision of water, electricity, and communication services to support R & D activities and meet the needs of staff, organizations, residents and clients

Regular, periodic maintenance and servicing of generators, water boreholes, drainages, and housekeeping

Proper disposal of wastes, obsolete equipment and fumigation of workshops, laboratories and offices

Liaison with external service providers such EKEDC, equipment manufacturer’s representatives, vendors, consultants and contractors

Installation/ supervision of new and refurbished equipment and facilities

Provision of safety tools and hazard prevention facilities

Periodic reports on the activities of the division and seminar presentation

Any other duties, as directed by the DG/CEO and the management

FABRICATION TECHNOLOGY DIVISION

 The Fabrication Technology Division is one of the Divisions in the Project Development and Design (Engineering) Department of the Institute, and in fact, the backbone of the Department, with regards to the mandate of the Institute, in the area of development of equipment prototypes.  The Division also renders technical services to local industries, especially the SMEs.

Vision of the Division

 To be an outstanding Division in the Department, in the area of design and fabrication of equipment prototypes and high precision machine components in order to commercialise FIIRO’S R&D results and offer quality technical assistance to our local industries.

 Mission of the Division

To play a leading role in the country in the design and fabrication of high quality and efficient equipment prototypes, thereby conserving our foreign exchange, assisting the local SME’s to operate efficiently and making adequate contributions to the local content efforts of the Federal Government, in different sectors of the economy.

 The Division consists of the following three sections:

 (a) Design section, consisting of design engineers.

 (b) Fabrication section, consisting of technical officers, technician, and craftsmen

 (c) Machine shop, consisting of technical officers, technician, and craftsmen

   FUNCTIONS

 (a) Development and fabrication of equipment prototypes to commercialise FIIRO’s laboratory R&D results.

 (b) Design, fabrication, installation and commissioning of processing equipment and plants on demand, to assist our local industries.

 (c) Design and fabrication of spare parts for our local industries, as our contribution to the local content policy of the Federal Government.

 (d) Modification, adaptation, sourcing and upgrading of processing plants to assist the SME’s to ensure high productivity and efficiency.

 (e) Identifying, training and collaborating with local equipment fabricators to ensure standardization of locally – fabricated plants and equipment.

 (f) Collaborating with relevant Institutions like professional bodies, other Research Institutes, Universities, Polytechnics, State Government and relevant Federal Government Agencies to improve local capabilities in equipment design and manufacturing in Nigeria.

(g) Training and mentoring of Industrial Trainees from Technical Colleges, Polytechnics and Universities.

 (h) Organizing industrial study visits and training programmes for our staff to enhance productivity.

 (i) Participating in local and international seminars, workshops, conferences and exhibitions.

 (j) Engineering consultancy.
